Best personal-item backpacks for US airlines: five bags measured against the 18 x 14 x 8 inch rule
On American and Frontier the personal item is 18 by 14 by 8 inches; JetBlue says 17 by 13 by 8; Delta and Southwest say only that it must fit under the seat. A 19-inch backpack is over the line on paper and usually fine in practice, until it is not. Five backpacks from 16 to 40 liters, compared on the makers' dimensions, weight and laptop fit against the airlines' published limits.

† Figure from a retailer listing or otherwise awaiting confirmation from the manufacturer; other figures come from manufacturer manuals and spec sheets.
Dimensions are the makers’ own for Matein, Osprey and Cotopaxi. The Zomfelt has no manufacturer site, so its figures are the listing’s, marked pending. Matein’s page gives the carry-on backpack as 20 inches tall and the listing says 19; we show both and mark it. The Cotopaxi’s weight is in ounces and shows as such.
The rule, airline by airline
Read on the airlines’ own pages on 2026-10-10. American: a personal item should not exceed 18 by 14 by 8 inches, and a carry-on 22 by 14 by 9 including handles and wheels. Frontier: personal item 18 by 14 by 8 including handles, wheels and straps, up to 35 lb; carry-on 24 by 16 by 10. JetBlue: carry-on 22 by 14 by 9, personal item 17 by 13 by 8. Delta: carry-on 22 by 14 by 9, personal item must fit under the seat in front of you, no dimensions. Southwest: carry-on 24 by 16 by 10, personal item must fit under the seat.
Two airlines are missing. Spirit’s and United’s pages could not be loaded from our connection when we checked, and we do not quote figures we have not read; their limits are widely reported as tighter than American’s, so for those carriers a bag under 18 by 14 by 8 is the safe choice and a 19-inch bag is a gamble.
The practical rule that falls out: a backpack 18 inches tall or less, 8 inches deep or less when packed, with the straps counted. Height is what sizers catch, and depth is what you control by packing less.

Matein’s page gives 18 by 12 by 7.8 inches, 28 liters, 1.7 lb, a padded sleeve for a 15.6-inch laptop, water-resistant polyester, a USB pass-through port and a lifetime warranty on defects. On paper it is inside American’s and Frontier’s box with two inches to spare in width, and it is the bag you see on every flight because of it.
The soft sides bulge past 7.8 inches when it is stuffed, it is polyester rather than nylon, and at 18 inches tall it is over JetBlue’s 17-inch personal-item line on paper.
For a budget-airline personal item with a laptop and one or two nights of clothes, it is the one that fits the rule and the budget.
Strengths
- 18 x 12 x 7.8 in — under the 18 x 14 x 8 limit on paper
- 1.7 lb
- Lifetime warranty on defects
Limitations
- Soft sides bulge past 7.8 in when stuffed
- Polyester, not nylon
- Looks like every other backpack at the gate
Good for
- a budget-airline personal item
- a laptop commuter
- one-night trips
Look elsewhere if
- United's 17 x 10 x 9 personal item (it is 18 in tall)

Osprey’s page: 19 by 11 by 9 inches, 20 liters, 1.3 lb, a sleeve for a laptop up to 14 inches, panel-loading, with the back panel and strap geometry of a hiking brand’s daypack. It carries better than anything else here and weighs less than all but the Cotopaxi.
It is 19 inches tall, an inch over the 18-inch rule on paper, and 9 inches deep, an inch over the 8; soft packs usually squash into the sizer, but on Frontier at the gate that is a bet. Twenty liters is a day, not a weekend, and the laptop limit is 14 inches.
For a bag that is a daypack on the trip and a personal item on Delta or Southwest, where there is no published height, it is the one. For a strict sizer, the Matein.
Strengths
- 1.3 lb for 20 L
- Osprey's warranty and build
- Sits well on the back — it is a hiking brand's daypack
Limitations
- 19 in tall: over the 18 in personal-item line on paper
- 20 L is a day, not a weekend
- 14 in laptop limit
Good for
- a day bag that doubles as a personal item on airlines that measure loosely
- hiking and city walking on the same trip
- a 13–14 in laptop
Look elsewhere if
- a strict sizer at a Spirit gate
- a 16 in laptop

Twelve ounces, 16 liters, 19 by 11 by 4 inches, made from remnant nylon in colors that differ from bag to bag, with Cotopaxi’s lifetime warranty and repairs, by its page. It stuffs into itself inside a carry-on and comes out as the personal item on the way home, when there is more to carry.
Four inches deep is a laptop sleeve and a sweater, not a weekend bag; it has no structure and sags half full; and you do not pick the color.
For a second bag inside a carry-on, or a day of sightseeing, it is the one you forget you packed.
Strengths
- 12 oz
- Packs down to almost nothing
- Cotopaxi repairs it for life
Limitations
- 4 in deep — a laptop sleeve, not a weekend bag
- No structure; it sags when half full
- You do not choose the colors
Good for
- a second bag inside the carry-on
- a day of sightseeing
- someone who likes not knowing the color

- a laptop over 13 in
- a bag that needs to stand up

The listing describes a backpack cut exactly to 18 by 14 by 8 inches, expanding to 9.8 inches deep when the flight allows, 40 liters expanded, 1.2 lb, with three packing pouches in the box. There is no manufacturer site or spec sheet, so every figure is the listing’s and pending.
The 40 L claim is for the expanded bag, which is over the depth limit; the hardware is unbranded; and the laptop padding is whatever the listing says it is.
For a Frontier or Spirit passenger who refuses to pay for bags and wants the box exactly, it is a cheap experiment. For anyone who wants a maker behind the numbers, the Matein.
Strengths
- Sized to the 18 x 14 x 8 limit, by the listing
- Expands when you are not flying Spirit
- 1.2 lb
Limitations
- No manufacturer site or spec sheet
- Unbranded hardware
- 40 L claim is for the expanded bag
Good for
- a Spirit or Frontier passenger who refuses to pay for bags
- a cheap experiment
- two or three nights
Look elsewhere if
- anyone who wants a maker behind the numbers
- a laptop that needs padding

The other end of the scale: 40 liters expandable, 13 by 8 inches and 20 tall by Matein’s page (the listing says 19, so the height is marked), 2.2 lb, a 17-inch laptop sleeve, water-repellent nylon, straps that hide to make a duffel, and a lifetime warranty on defects. It is a carry-on in backpack form, inside American’s 22 by 14 by 9 carry-on box.
It is not a personal item, and on a personal-item-only fare it costs a bag fee; it is heavy when full on thin straps.
For a fare that includes a carry-on, a week with careful packing and a dislike of wheels, it is the one.
Strengths
- 40 L is three or four nights
- Fits a 17 in laptop
- Converts to a duffel with the straps stowed
Limitations
- This is a carry-on, not a personal item — pay for it on Spirit and Frontier
- Height differs between Matein (20 in) and the listing (19 in)
- Heavy when full, with thin straps
Good for
- airlines that include a carry-on
- a week with careful packing
- someone who hates wheels
Look elsewhere if
- Basic Economy on United or any personal-item-only fare
- a short commuter bag
How to choose
- The fare. Personal item only: 18 inches tall or less, 8 deep. Carry-on included: up to 22 by 14 by 9.
- The airline. American and Frontier 18 x 14 x 8; JetBlue 17 x 13 x 8; Delta and Southwest unpublished. Spirit and United: not read, assume strict.
- The laptop. 15.6 in: Matein Mlassic. 14 in: Osprey. 17 in: Matein carry-on. 13 in and soft: Cotopaxi.
- Weight. 12 oz (Cotopaxi) to 2.2 lb (Matein 40 L); Frontier counts the bag in its 35 lb.
- Paper or practice. Under the line on paper (Matein Mlassic, Zomfelt) for sizers; an inch over (Osprey) where nobody measures.
Who should buy a duffel instead
If there is no laptop, a soft 18-inch duffel squashes into a sizer more forgivingly than any backpack with a padded back, and it fits under the seat flat. And if the trip is a week, no personal item holds it: pay for the carry-on and buy the 40 L.
Which one, by situation
- Budget airline, laptop, two nights: Matein Mlassic.
- Delta or Southwest, and you hike: Osprey Daylite Plus.
- A second bag for the way home: Cotopaxi Batac.
- The box exactly, cheap: Zomfelt, with the caveats.
- Carry-on included, a week: Matein 40 L.

What are the US personal-item sizes?
As published on the airlines' own pages on 2026-10-10: American 18 x 14 x 8 inches; Frontier 18 x 14 x 8 including handles, wheels and straps, up to 35 lb; JetBlue 17 x 13 x 8; Delta and Southwest give no dimensions and say it must fit under the seat in front of you. We could not load Spirit's or United's pages from here, so their figures are not in this article.
Does a 19-inch bag get through?
A soft bag that is 19 inches tall on the maker's page usually compresses into an 18-inch sizer when it is not stuffed, and Delta and Southwest do not publish a height at all. Frontier and the budget carriers measure at the gate and charge for the difference. If the fare is personal-item only, buy a bag that is under the line on paper: the Matein Mlassic at 18 inches or the Zomfelt.
How many liters is a personal item?
About 18 x 14 x 8 inches is 33 liters of box, but a backpack that shape with straps and padding holds 20 to 28. The Matein Mlassic claims 28 L in 18 x 12 x 7.8; the Osprey 20 L in 19 x 11 x 9. The Zomfelt's 40 L claim is for the expanded 9.8-inch depth, which is over the limit.
Backpack or tote?
A backpack has straps that count in Frontier's measurement and a structured back that does not squash; a tote squashes but has no laptop padding. For a laptop and two nights, a backpack under 18 inches. For a weekend of clothes with no laptop, a soft duffel the same size fits the sizer more forgivingly.
